Can't dial 0800487233

As the title suggest on Cellc I can't dial 0800 487 233 it just says network busy. I tried reporting this issue for like 2 months now but failed. The number in question is SANRAL Emergency number. I dial it quite frequently to report incidents on the highway especially pedestrians....

Number works fine on MTN, Vodacom and Telkom.

Does not matter. The number does not ring at all. Just gives error "Network Busy" I have minutes and airtime but does not connect the call at all.

Yes I know 0800 numbers from that time. Non stop issues and premium rates they charge for them but this one does not even ring and I have airtime. Not free airtime but bought airtime. No message just "Network Busy" error and call ended....

Looks like a routing issue to me.

And then obviously I get responses usually like you can't use free airtime ect ect. Can anyone on Cellc actually dial that number?

I don't understand. Usually only airtime gets used as 0861 and 0800 numbers does not work with free minutes. So have I have minutes from my social bundle and recharged airtime. So the call does not get connected at all so whether airtime or minus is available is irrelevant.

Cell providers dont recognize 0800 numbers as free as it terminates on Telkoms network... That is stupid..

A toll free number should be free from any network..

Yeah very stupid and I noticed it too way back but don't know why this number can't be dialed even with airtime.
