Correct, but the ANC does not really care except if you win big in which case they will confiscate your winnings and take it for themselves.

By that measure i can technically gamble on an australian site and if i win, i can tell the bank "i was not in South Africa when i was gambling". They will not be able to prove me wrong, in fact if they require some sort of passport stamp, then i freaking will cross the border for a weekend just for that.
Maybe it would be wise to get an overseas account for your winnings?

I think the idea is to not let the reserve bank know about it. If they don't know, they can't take it away. If the money never enters the country they also can't do anything. Might be wrong though. I think you have to declare outside assets?
