It's an industry standard, not necessarily an SA standard. Cell C just seems to be the first to implement it here. With the price of data it's not really such a big deal. The problem is that it happens to coincide with the increase in OOB on some packages and Cell C clearly didn't think how that is going to affect a small spectrum of users.I'm going to repost from another thread so it get seen here as its quite relevant:

Is Cell C simply taking the only flak because it is transparent in its billing systems or are they the only culprits here....to be honest at in bundle rates its a non issue to me but I can see how it would affect some people out of bundle especially if they have multiple disconnects in a day.

So interesting information I stumbled apon, but take it as hearsay with nothing to back it up.
Bumped into the current CEO of Cell C in queue the other day, scared to death. Apparently after bringing him on board to sort out finances, he discovered a HELL of a lot of internal theft and has received death threats since. He isn't even pitching up to work anymore, sleeping in different hotels every night and on a flight to the USA asap.
Looks like an awful lot of the trouble at big C is some serious internal corruption, which is a shame because I still respect them as a company far more than I ever will MTN or Vodacom.
