Cell C does not receive calls from Uganda!

So one of my clients is from Uganda, and whenever he calls me it rings, but when I pickup it's completely dead even though it shows the call as connected. Tons of phone calls, does this every single freaking time.

Now here's where it gets messed up. If I phone back on the same number, it works!
Not a problem on their side either, I got them to phone a Vodacom number and it also works 100%. Now I'm going to have to port AGAIN.
