Cell-C do offer a Dual SIM, but I think what most people here want is a Data SIM, which only Vodacom currently offer.Why can Vodacom & MTN provide dual SIMs, but CellC can't

There's a subtle difference. Dual SIM allows two different devices to share the same number, e.g. a mobile and a car phone, and only one of them can be active on the network at a time, Data SIM allows multiple SIMs each with a different number and all active on the network at the same time, to share the same data bundle, e.g. a mobile, a tablet and a 3G modem.What difference does it make what I use the SIM for?

All of them have a hard cap on pre-paid, i.e. no airtime, no OOB.
