Weird that upload is better than download.

I get between 2 and 4 down, and 1 up.

i also find that strange...

...i ran zonealarm to see if anything was stealing bandwith, but it doesn't seem like it. is there a setting that perhaps incorrect?

Booting and doing a speedtest with Ubuntu gives this :

Could be updates running in the background - can even be a virus or spy ware that's sucking your bandwidth. After connecting, what does the data tracker in the Cell C software do? Can you see if it's downloading any data whist you're "idle"?

No network activity at all.

Wow!! That is impressive. Highest I've had is just over 9 Mbps. In what area did you get 16 Mbps?
