I just checked the properties of my modem and found that the "Maximum speed (bps)" is 7200000. I cant set it any higher either!
Now why is my max speed 7.2Mbps if I have a 21.6Mbps modem!?

Looks you're on EDGE.

I have a signal strength of 99% on HSPA+ Cell C and my RSSI is -73dBm . i have never seen EDGE in the bottom left of the Cell C software
Here is my best speed test in ages but still far from what it used to be.
