Changing ISP's - would it matter?

Hi,

I am living in an aparment building in the Cape town CBD and have Telkom 4meg uncapped internet. I am only getting around 1.7meg speed. I was told that the CBD could get up to 10meg?

Now here is my question, would it matter if I change my ISP to lets say Axxess, Afrihost or any other network??

Is slow internet speed likely to be a line issue or ISP issue?

ps. I am planning on phoning telkom to help me find the issue, was just wondering about changing ISP's.

Sounds like a line issue.

So first post your line stats.
 
I found a how to on checking congestion as well. So will try that when I get home first

I did click there. Then I select the image, but there is no ok button. Only when on the tab where you ad a link to a web based image is there an OK button.

I've also been caught by that, thinking there was no upload button. It's something that can be improved/fixed, can't blame the user ;)

I have never hovered on the "Upload Files" text to see if it changes colour which would indicate that it is a button. Pretty crap though...

Will add the images regarding my tracert and line stats and speedtest tonight.

I did phone telkom and logged a fault as well.
Did a speedtest on friday at around 17:30 and got below 1meg download speed on a 4meg line in cape town CBD. I would think that the exchanges would be able to handle allot of traffic in the CBD??
