Far as I know that excludes everyone except Level Three

Only Telkom, MTN, Vodacom & Neotel are Tier 1 In SA. All the rest are Tier 2 or Tier 3.

And according to this:

They connect in Midrand to Seacom. The only landing point of Seacom in Joburg is at the Neotel Data Cantre. (Seacom cable is part of TATA communications. Neotel is also part of TATA).
They also connect to SAT3 in CPT, which I believe is Telkom.
