Lets keep it at UE5 comparisons. Cyberpunk is years old and Digital Foundry called Oblivion the worst optimized game they have ever played and they tested it on a 5090.
There's nothing stopping anyone from playing this game on PC. It has inherited UE5 issues and there exist fixes for that. It's a PC not a console you cannot simply install and press play. You need know your place when PC gaming. A 3060 is an entry level card. Its not a mid-range card and it sure aint no high-end card. Its for 1080p in modern gaming.
I just read over the Oblivion Steam forums and the game has plenty issues, some the same as 33.
If you don't want to tweak it yourself then wait for a patch.
