After the first call, this was started.....

POLICE SWEEP WEST RAND MALL

The bomb disposal unit and dog unit have been sweeping Clearwater Mall on Johannesburg's West Rand following a bomb threat on Monday, Gauteng police said.

"After the evacuation the police bomb disposal unit and dog unit went in," Major Mack Mngomezulu said.

"They looked around and so far nothing has been found."

He said shop managers had been allowed back into the building. They would be followed by staff members and then customers would be allowed back in.

The mall's marketing manager Cecile Braun said someone made a bomb threat during a phone call.

"We... received a phone call and followed procedure by evacuating and calling the police," she said.

At least they chose what is probably the least busy day/time of the week. And probably the least busy mall in GP.

No, I live a block from the mall in Scottburgh. It was an armed robbery. They came through the ceiling of the Pick'n'Pay and locked all staff in the toilets. They then proceeded to loot the safe and make off with a small fortune before meeting with the local security company. Armed with AK's they started what can only be described as a small war a mere 500m from my bedroom window. No arrests have been made and lots of residents have been left fearing for their lives after all the commotion.

So. 2 scenarios. Disgruntled (and stupid) ex employee. Or diversion to rob either a store in the mall, or elsewhere.
Terrorist attack would not give a warning, set off the first charge, then the rest at the evacuation points.
And a person with real bombs would know they have nothing to lose. Set of the first somewhere isolated, then give LEA a short period to pay the ransom.

If this was in the US, the gentleman on left would probably have been arrested and possibly being water-boarded as we speak.
