I work in a large office with over 1500 females. Over summer many will blatantly show large amounts of cleavage. Now, are you supposed to not look, because when you do you get the feeling that you have transgressed their space boundaries? Then also you get accused of staring, like look at my face not my body. So why wear your clothes like that at all if you feel harassed when someone looks? Its not that I don't like it but what is really the ettiquette here. Should you avert your eyes?

Prefer women's comments and its not a pic thing its more on work ettiquette

...what do you want them to wear full plate armour ? do you get hot in the summer ?

Tell them you weren't looking at their boobs, you were just trying to read their subtitles. ;)
 
You're only allowed to stare at the women that stare at your crotch.....

All this PC cr@p... We men are hard wired to look, women, get over it!

if you are thirsty u drink, if you are hungry you eat.... if a woman is within visible range and carries herself well, you look. not ogle, or drool, just look....

As long as you dont stare I doubt that they'd feel offended by a glance. But like librarian said dark glasses and a smile on your face should do the trick.
 
You can also go to the HR department, and tell them that you feel a bit uncomfortable by the ladies' dress code. Just do it politely. Maybe they'll request that the ladies dress more sensibly.
 
Nothing wrong with a glance or two. Just don't stare I suppose.

Start wearing really tight pants and if you can't pull that off stick some socks down the front :D
