That fee has nothing to do with the CoCT, maybe read properly. If someone is to lazy to do a bit of paperwork, they are welcome to pay their installer extra to do it for them.Yes I am angry why should I not be? I already quoted the words within these links which it seems you chose to ignore.

It's not that complicated. Solar Advice charge a fee to do the admin on your behalf.
