Configuring D-Link Router wi-fi with static route

I am trying to configure my D-Link router so that when anyone on the wi-fi tries to access a domain name, it routes them to a specific local IP address. For instance, if they enter mydomain.local, it must automatically route them to 10.0.0.25 on the network, which is set up as a local web server.

Is this called static routing? Or am I in the wrong place altogether?
 
Or better yet, let someone route to the local IP address the moment they join the wi-fi?
