Congested Exchange?

Hi guys... I'm so frustrated by the speed of my internet. I have a 4Mbit line which has always worked fantastically... Lately (a month plus now) it's beyond slow. Could this be because of a congested exchange?

I've tried different service providers, Afrihost, WebAfrica and RSAWeb (Platinum Unshaped)... Ive attached the speeds i keep getting.

yes 400ms locally means you have a congested exchange or could be a line problem.
