The Western Cape provincial secretary of the Congress of South African Trade Unions (Cosatu), Tony Ehrenreich, has delivered a bouquet of flowers to Premier Helen Zille, accompanying an open letter that starts out gently, but administers a bitter sting in its tail.

The letter delivered on Monday congratulates the Democratic Alliance on their performance in the general elections and her own position in the province as premier. "We will, of course, cooperate and work with you to ensure that the W Cape becomes a province that sees to the needs of all of our people," the letter said.

It went on: "We are, however, concerned that the latest actions of appointing an all-male cabinet as well as the statements against the office of the President of the Republic, undoes (sic) the social cohesion that is essential for advancement of our society."

Ehrenreich said that (unlike the MK Veterans) Cosatu may not make the province ungovernable, but they will certainly protest her actions and call for a referendum on her election.

He warned that unless she does better, Cosatu plans to table a vote of no confidence in the premier.

"This will lead to a secret ballot which we believe may lead to your removal given the broad unhappiness in the legislature and even within the DA with your latest conduct," Ehrenreich says.

He adds that Cosatu will request that section 109 (1)a of the SA National Constitution be applied. The section, however, could not be applied since it requires three years to have passed since the legislature was elected, not three weeks.

Cosatu will further request that section 125 (4) of the SA National Constitution be applied. This section requests the intervention of the National Council of Provinces in any dispute concerning the administrative capacity of a province in regard to any function.

Ehrenreich gives her until next Thursday to make amends before he takes these steps.

Funnily enough, it was the avowedly Africanist City Press which exposed the hypocrisy underlying these complaints about the lack of racial ‘representivity' in the Western Cape government. As it pointed out in an editorial (and news report) on Sunday, the cabinets of Mpumalanga, Eastern Cape, Free State, and North West "are all black [African]. That is hardly representative either, but no one was making an issue of that."

Indeed, the ANC has only appointed two white MECs - both women - in their eight provincial cabinets. In other words, ANC premiers have not appointed a single white man to any of the eighty MEC positions they control. Whites thus make up 2,3% of the provincial cabinets outside of the Western Cape, and white males 0%.

White South Africans constitute between 11% and 12% of the electorate. Across the whole country there are 99 provincial cabinet positions - including premiers. Nine of these positions (or 9,1%) are currently occupied by whites, and 6 (6,1%) by white men. This means that, according to the sacred principles of racial bean counting, whites are actually marginally ‘under-represented' in provincial government.

What I find difficult is that all these woman rights organizations keeping low profile that a man has more than one wife because he is a man and may do so. If ever they should have already spoken. So from now on I know woman rights is a farce and a political play ball.
 
If the National Council of Provinces were to investigate representation amongst all cabinets then there would be four, not one, provincial cabinet to investigate. As far as I understand the ANC does not wish attention drawn to this fact. As such I doubt the ANC agrees with their alliance partner.
 
I love the way they always brag about the "great democracy", the same democracy that allows them to apply BEE/AA and disadvantage "whites" , now the democracy has not worked for them and they cannot take it.
