Crawling ADSL Speed

My customer started complaining that the internet and emails are at a snail’s pace the emails download in bytes. They have phoned Telkom and they tested the line and say it is working ok. I have swapped the router with another one and swapped their switch. The line gets shared with the fax machine, the fax got a filter on
Any suggestions?

connect wirelessly to his network via your laptop or smartphone and see how the speed is. at least you can eliminate the modem/line from the equation.

Thats cause saix is having speed problems my downloads are going at 11kB/s

I am also with Telkom, my speed is ok, it took them 30 min to download 200 bytes and it is up and down, been like it for a few weeks

He went from the office to his house and downloaded fine there.... Telkom says the line is fine but how can I check up on that?
