It's only a fine because nobody has had the balls to take it all the way to the Constitutional Court. Fining people for not having their card on them is criminal. If you have a license then you have a license. They can easily enter your ID number into the Natis system to confirm it.

Yup. Here in the UK we are not required to carry it. Cops can just check at the roadside.

Same goes for the MOT / tax - no need for paper discs on the windscreen. They got rid of that about 10 years ago. Can just see if tax has been paid or not online.

As far as I understand, most traffic cops have the ability to check the Natis database in real time from their vehicles, but the SAPS generally do not. However they can still easily radio in an ID check to their station from the side of the road.

The officer said that if I presented the license and fine at the local traffic department, I could get it reduced to just driving without a license on person for R500.

The amounts don't bother me, but various sources say that driving without a valid license results in a criminal record, for good reason, but is the same true for driving without a license on person and then presenting it? Is it worth addressing in person in court?

But SAPS also can’t fine you for not having it so doesn’t really matter if they can’t check it.

I went to the Metro caravan and presented my license and they scrapped the Fine.

That's not true. The SAPS have wide powers to enforce any law, including the National Road Traffic Act. While it's true that they often don't involve themselves in trivial traffic offences, they certainly can if they choose to.

As far as I know they can only issue No Admission of Guilt type notices for serious offences which are either directly attached to an arrest or failing that an immediate summons to appear in court.

Which is why they do roadblocks and things in collaboration with traffic.

But I guess a license being present is a pretty black/white thing so it does make some sense that they could issue that I guess.
