"When I see that of the eight Champions League quarter-finalists, four are English, that is amazing.
"But while there are four teams there, there are none in the UEFA Cup and the England national team did not qualify for the European Championship last year.
"That means two things. One, that in the Premier League there is a great difference between the top four and the rest and two, that the national team is paying the price for for having a small pool to choose from.
"Footbal would become more even with the 6+5 because teams with more resources would have to change their philosophy.
"They would have to create their own players in their academies or sign them from smaller clubs. That money will then go round the smaller clubs and the outcome will be a strong league and a strong national team."
