Makes sense that they left capped users' usage mails on, then. For us on uncapped it's not really a necessity.
Just posting this here for the above who missed it before:
We are currently upgrading the usage mailer on our side, this has stopped the usage emails from being sent but they should be back as soon as the upgrades are done

Apparently:
Ask them to check if your account has been de-prioritized. Mine was, because I was supposedly using too much data in my capped account.

I’m on capped and not getting usage emails either.
