CS Source Stuttering... hanging (kinda)

Not CPU though, this is the GPU

I had a similar issue, once my card hit 82 it would crash and cause my box to crash. My problem wasn't the cooling on the card but teh ambient tempreture of my case as my damn power supply fan had packed up and the unit was getting really hot and hence making my chassis really hot as well. The poor GPU cooler couldn't cool the GPU down because there wasn't any cool air in the chassis, it was just blowing hot air on it.

Try this:

Leave your chassis open and see what happens.
Leave your chassis open and have a fan blow cool air into it.

If it is a air flow issue, then look at how the fans are placed in the chassis and if air is being controlled correctly. You could also place a "slot extractor" next to your gpu, thats a fan that fits in a slot and sucks the hot air from the GPU's fan right out the chassis.
 
If you have multiple sticks of ram, try testing it with only one in at a time. It may be slightly faulty ram that's causing it.
