Well if my understanding is correct, when proceedings started at 10, people would have been prevented from entering unless they had made special arrangements.

They're not waking up on the ANC side of the bed, that's for sure. They seem committed to not handing over power to the ANC, so abstaining is not an option...

If, the DA's mayer candidate is nominated; does that mean the ANC effectively have lost control of JHB?

the exec mayor puts his committee together, so they will lose that.
However, budgets, decisions etc still come down to a council vote

He's saying what we have all being saying... if you have been irregularly appointed as an employee or contractor, those contracts will be scrutinised and be terminated if found to be unlawful.
