He is the most senior person responsible for the department, therefore he accepts responsibility.

This is not new, or unique to government. CEO's etc take responsibility for the company even if they aren't the ones who made the cock up.

You are making logical arguments. That is your mistake. SA's current Governments is not logical. Government is not the same as the private sector. There are no enforced times. You don't get fired by the major as your party decides if you should be fired.

Trying to make logical arguments to describe a by nature non logical system is nonsensical.

Were any people arrested for burning down the city because of the ANC major candidate choice. No
Have anyone been arrested for burning down all these dozens of schools. No.

No I don't like that suddenly everyone thinks we are a 1st world country because of what happened in the municipal elections. ANC control the national government with more twice as many than votes as the nearest party even in the last municipal elections. We are still a 3rd world country, nothing is going to change that. Just look at our 0% GDP.
