A Council meeting CAN start at a specific time, and this time was communicated to all members timeously.
The Council can bar people from entering once the council meeting has started, unless special arrangements are made. Those rules are not new.

The ANC has nothing to do with this, its purely relating to the council.

ANC got 48.84% of the vote in Mogale City so only needed 1 vote from one of the other parties. All opposition voted for the DA mayoral candidate...hahaha.

They've done it once in Cape Town, no reason to believe they won't do it again.

Maybe. If PE gets worse now (Highly unlikely) - then I see them voting ANC next time. Athol Trollip with the blueprints of running Cape Town successfully, I think Nelson Mandela Bay is going to get a major shake up and the rubbish thrown out. Failure, is unlikely given the recipe.
