Good Morning Folks,

Not so tech savvy man here. I have a Dell Inspiron 15 3000 I3 laptop. It has only 4GB of Ram, what is the max i can upgrade it too? Its soooooooo slow on start up and general applications

AFAIK you can put 2 x 8Gb memory in there.
 

tcofran is right. The biggest possible performance increase you will see will come from installing a Solid State Drive. RAM might give you a small bump but an SSD will completely change the way your PC feels, it will respond much faster. Good Luck.

Check to see whether your laptop supports an m.2 form factor SSD. If it does then you can install the m.2 and keep your HDD. Then you can install windows on the SSD and keep the HDD as additional storage. If it doesn't take an m.2 then you have to replace your 2.5" HDD with a 2.5" SSD.
 
SSD FTW, but you are never going to set the world alight with an i3.
