device timed out

Recently when ever I have tried syncing my iPhone, iTunes spits out the error after a while that my the device (my iphone) is timing out.

upon investigation online I found the following solution but for the life of me have no idea where I must find this, any ideas :

i had the exact same problem when i shifted from my windows to my new mac, the mac would time out, then my windows machine also started to time out
you need to delete /private/var/mobile/Media/iTunes_Control and then resync

any ideas what is being referenced here and where to find it?

I am using Windows Vista.
