Disable Internet access but allow Local Connection

So once I have hard coded the IP (do I need to put anything in the Subnet Mask and Default Gateway?), do I then need to do anything else? Going to try setting up the rules in my Router but would be nice to have a Plan B if I can't figure it out.

IP & Subnet mask. Leave out Gateway & DNS
 
As metioned earlier - Configure a static address on the server but leave the default gateway out. The server won't know how to get off the local network.

Is this a Windows server? If so, you can block internet access for just about everything with one simple change.

Launch Internet Explorer > Tools > Internet Options > Switch to Connections tab > Click the LAN settings button > Uncheck "Automatically detect settings", check the box to use a Proxy server and enter in 127.0.0.1 as the server address, with port set to 80. > Click OK twice and exit Internet Explorer

What you've just done is require the PC to route all internet connections through a non-existent server, which results in the connection being dropped after a short time. Since most applications by default ask for IE's configuration for internet settings, the apps that use the internet for information will also be blocked. For the ones that don't require or use a proxy server, you can use Windows Firewall to block HTTP (port 80) access to the internet, although I've rarely had to do this step in any machine I've worked on.
 
So after all that and fiddling around to find a solution that would best suite my needs I have decided to leave internet access on the server. Have been monitoring usage over the last week and it has used just under 200MB which is nothing. It only used so much data the first time for the initial scraping of data and since then have added a few gigs more of data and hasn't downloaded nearly as much.
