Your steam should be fine, I'm suggesting a second windows profile because maybe something is corrupted in your applocal cache.
 
Are you 150% sure that all perquisite software installs are done?

Also also, just for fun, check the install integrity by going into the properties of said game. Let steam confirm all game files are well.
 
Try nuke your direct X and google DirectX web installer.

Run and let it install.
 
Hi @RedViking , long shot here, but I've seen some issues where the game launches using larger resolution sizes that what one might have, which might explain the windowed mode working.
Try going to the exe (steamlibrary - > steamapps -> common -> dishonored.exe) and right click, properties then under the compatibility tab check the checkbox "Disable fullscreen optimizations"
Otherwise see if you can find a way to set the resolution of the changes the config file of Dishonored
