DIY Self-catering Accommodation

I have a 4 bedroom house that I'm not living in and don't want to sell. There is also a second dwelling on the premises ("granny flat"). Would it be possible to convert the main house into two separate units and then have three self-catering units to rent out?

I know there are various municipal by-laws and zoning matters that will probably come into play, but without trying to find these all over the place I've taken the shortcut to request some assistance from the MyBB experts! :D

There are two properties in the Western Cape - one falls under Bergriver Municipality and the other under City of Cape Town Metropolitan Municipality but I guess the rules will be similar.
