Not sure what generation iPod that is but I don't see a front facing camera so it is not the same hardware as iPhone 4. It could be ancient. Also if you load your idevice up with low quality home brew apps from cydia then it can slow. That is why apple have the anal review process for the app store so the experience is not ruined.

remember there are 3 generations of iPod Touches which look exactly the same as the 3 previous generations of iPhones (2/3G/3GS) (speed differs greatly)
