Does any ISP use SACS for Adsl?

I know Cool Ideas use SACS on Fibre.
I've looked everywhere and can't find any info about an ISP using SACS on ADSL.

If there are no ISP's using SACS, which ISP tends to have the lowest latency on Adsl/Vdsl?
Any help is much appreciated.

Latency to where? Latency is a product of actual distance light has to travel between you and a server, and not capacity or speed. If you’re trying to get to São Paulo, then yes, SACS is great. If it’s south east US, then SACS makes a 10-20ms advantage. If it’s east or west US, EU (WACS is great for this) or Asia (SAFE or EASSy are best), not much benefit at all.

So if it's brazil, then SACS will help. Fortaleza simply doesn't have enough peers, though Sao Paulo does have enough to make a small dent. Check out https://status.ix.br/ to get an idea of who and what is going through there. And of course, if your chosen game has a server there, then that's perfect. But for London, most ISPs use a WACS based route to London now, so no issues there.
 
I heard Cool Ideas were using SACS. Not sure if that's the case anymore. Also curious
