I offered solutions in light hearted post. Those work albeit a bit pricey and town house-rooms are not that big. If the OP agreed to the costs, then surely it is viable?

To please you though, I have the folowing solution for the OP:
1. Get rid of the muts you un-neighbourly individual!!! What were you thinking?
 
How about you keep to the city bylaws ?
It really is you problem to keep your own dogs under control, but then you don't really care about other persons as shown by calling the lady names.

Wow, that is kinda hard on noisy pet keepers. Do you know if they mention any time frames? Like from 18h00 to 06h00?
 
It bugs me that you consider the neighbour to be the problem.
Irrespective of what SMS was sent,the incessant barking of dogs,day or night, is a royal pain in the @ss.
I'm sure the old ladies earlier pleas to silence the dogs fell on deaf ears or was greeted with a cool fsk off,hence the message.

I never said the neighbor was the problem, though I admit that she did put herself in a whole new category of disdain when she threatened my daughters or anything related to them.

Anyway, are you retarded or did you miss the part where I said they're now locked up in a sealed house all day long? That is doors and windows closed, no ventilation etc just to try keep the noise down. Or the part about desperately (yes, surgery ffs!) trying to find countermeasures against their barking? You probably assume 'a cool fsk off' as you had some issue with a neighbor yourself and are projecting, yet the ex has been trying to comply. Still, for the less obtuse around here, how does one manage two yappy dogs while you're not at home?

How did people miss that you are looking for a solution and not their opinions about barking dogs?

No timeframes mentioned in the bylaws, a nuisance is a nuisance does not matter what the time is.

and just for the persons that laugh at the USA owners running around after their dogs with baggies, you are supposed to do that in SA also.

Why not take the dogs to your place? Or did the ex get them in the settlement?
 
So .. my advice to her was to take the sms to the police, file an affidavit and deliver a copy to the neighbor just so she knows there'll be consequences if something happens to the dogs.

It's admirable of course to try to seek a solution to the barkers,however as i've posted treating the neighbour as a problem when considering possible psychological strain of trying to sleep during the daytime hours and contending with the yapping menace the reaction may have been unwarranted but understandable ( if they threatened harm )

we also had issues with a neighbor who used to go to bed at 8pm and complained when we let our dogs out at 8:30 - 10pm, they barked for a few seconds but woke him up.
If we didn't let them out then they messed in the house.
He stayed in one house and his ex in another across the way so we had him walking past every 10min to see his two daughters.
Anyway, he moved, he used to argue a lot with his wife, think she got gatvol of him being there all the freakin time.

We also had two little brats in our complex that used to constantly tease our dogs and throw stones at our window, that stopped when I confronted the father with persuasive reasoning a man doesn't forget.

Ask your EX to walk her dogs, we started and our's are alot more chilled when they get to mark everything outside in the street.
 
Damn but am I glad I live on a plot.

My 4 dogs are generally very well behaved but my boerboel likes to talk (read bark) at everyone and everything (including me when we are playing) and our dachshund is also a noisy little bastard when he is in the mood.

My neighbours have 12 dogs...

They get lonely. Stupid neighbor also leaves his dogs at home & goes on holiday. 14 days straight barking. Best part is the neighbor thinks things are just dandy because *he* never hears them bark at 2AM.

Can't offer any solutions though.

Dude ... things that jump to bark are not classified as dogs .....

Eish when I lived in a complex the little monsters were throwing crackers at the dogs.

I brought it up in meetings and wrote letters but nothing stopped, I then drove past one day and he was standing next to his car, I stopped 4x4 and we had a chat.
I had a bad as well so he got the full brunt of it.
they moved out a month later :)

We now have an 8month old boy with a good set of lungs on him, and all neighbors have dogs :)
