Download Problem

Good day to you all,

I seem to be having a problem downloading files. 50% of the files I try to download get's to 99% and then it gives me a time out error. I then cannot resume this file and need to start from scratch. It is not rapidshare or hotfile specific, it's all over. I have tried various download managers, i have switched from IE to Mozilla. I have even tried changing service provider but even that had no difference.
I am running windows 7

Any help will be appreciated

Sounds like it could be anti-virus behavior where all downloads are scanned after downloading. Try disabling anti-virus & d/l again to test my theory.
