That law was put in place when the government was going to implement an expiring license with the card, but as usual they didn't realise the paperwork involved and canned that part. Imagine they went through it, you'd need to do your test every 5 years not just the card.

Go in calmly, present your card and nod, smile and comply, if you get a fine for the card, take it and sort it out. They check on e-natis and if it's valid they approve, even a good traffic cop will just give the card back and say it's expired maybe get it changed.
But if you're that worried, keep the receipt and your current card you don't need a temp.

I received a fine for an expired license (wording was specific), and didn't fight it with the cop at all, just went to the public prosecutor a few days later and the fine was squashed. Took about 20 minutes.
