Only reason I said it was sad was the fact its a !University! and all they have is a shared 8mb connection for all those students.

I think the peribit devices on the links at work is causing the speedtest reading to max at 20mb up/down but the links are 100mb x2

If they are 100 megabit lines then the lines maxing at 20 megabytes is correct and that is full speed.
