so, a 192kbit/s line is theoretically capable of downloading 24kbytes/sec...
but you will never get that because of tcp/ip overhead..

to answer a question posted earlier up in the thread :
your line spead is throttled at your local DSLAM via management software.
all ADSL circuits in South Africa actually run natively at 2048kbits/sec. so dont be suprised if you start seeing telkom offering faster local access speeds in the near future. dunno how the backhaul will handle it!

Adding to this, SAIX (IPNET) get's all spare capacity on the ATM backbone when not in use for Analogue, ISDN or Diginet/Martis traffic, the the capping is indeed at the DSLAM (1) to limit bandwidth per user and (2) to limit total bandwidth to all users on the DSLAM.
