This is an attempt to pull wool over the eyes of judges now and in the future, to make it look like DoT and SANRAL have "extensively consulted" with the public (which was not done extensively in 2007-2008).
Denying that COSATU didn't have a hand in convincing government to postpone etolling is insanse considering that COSATU and the cANCer met for tea and crumpets then announced their "postponement recommendation" mere hours before the postponement was actually announced by DoT/SANRAL.
Next DoT will be saying that OUTA's legal action against DoT/SANRAL etc had nothing to do with the decision to postpone etolling

The Transport Department refuted claims that the decision to postpone the implementation of e-tolling followed recommendations made by the ANC and Cosatu.
Transport's Tiyani Rikhotso said they were influenced by submissions made by the public.
“Unfortunately I cannot communicate decisions of the meeting between Cosatu and the ANC. What I can communicate are decisions of government.”
