Ekurhuleni not servicing certain transformers

So, we have been without power since Saturday. According to what we've been told, something is wrong with one of the transformers in the complex. We finally got Ekurhuleni out to check it Sunday afternoon, and according to what the caretakers tells us, they refuse to work on it as they don't service transformers above a certain size (6000 watts according to him) so we (the complex) have to get an HD qualified electrician to come look at it. So I basically now have 2 questions:

1. Does anyone know about this limitation on the size of transformers serviced by Ekurhuleni?
2. Does anyone know an HD qualified electrician in the Gauteng area?
 
Is the faulty transformer before or after the metering point? It is possible to get a higher voltage feed (11 kV) directly if you (your complex) is a large user of electricity. It is often quite a bit cheaper and the municipality would only be responsible up to the metering point. All of the reticulation, transformers and switchgear after that point would be the body corporate or land owner's responsibility.

BTW its "HV" as in High Voltage (or "HT" as in High Tension if you are American)... not "HD" as in High Definition :)
