I like your idea no 2. As far as idea no 1, most debt collectors are not interested in small debt, because their profit margin is too low.
Dolby, I am very similar to you in this regard. If I owe money, I will bend over backwards to make sure I pay it back and on time too. Hence, if someone owes me money, I expect them to do the same.
I find it cowardly in the extreme if people hide from or dodge their creditors.
I spoke about this on the forum before - we got judgment against someone for about R 25 000 and he has not paid a cent yet. Before we got judgement, he promised to pay and begged for leniency and ended up not paying or skipping for months. Apparently the sherriff now served a section 65 notice on him at his work. The thing is this: he works for a credit management company (ironic!) and he could very well get fired if his employer knows about this judgment which he has ignored. IMO, that would serve him right! If you owe someone, and you cannot pay, you don't just disappear! You go talk to them, make an offer to pay - even if it's R 100 a month, at least it means you have a conscience
