In the old days it was a manual process, but these days it should all be computer controlled. Not sure about Koeberg though, as it is also a few years old. Once the turbine is up to speed the use an oscilloscope (basically) to match the phase output of the generator and the grid. Interesting link

If the turbine is not in sync with the grid and they connect it, the grid will "see" the generator as a motor and try to bring it up to speed. The larger the angle difference between the two the more torque is applied. Considering that the generator rotor weighs quite a few tonnes this large applied load could damage (or destroy if difference is big enough) the generator and turbine.
