You must be joking. A few weeks of no power is enough time for a country to descend into absolute chaos. No water being pumped, hospitals, clinics, fire stations and police stations won't function properly, no telecommunications, food will go bad, petrol stations can't pump fuel, gridlock because of non-functional traffic lights (while cars still have petrol) etc.
It'll only be a matter of time before people get really desperate and start looting, rioting, killing each other for food and fuel, and being taken over by mob mentality. It'll be a catastrophe.
Spot on. It will be unthinkable chaos.
