That gen was like the 3rd or 4th, maybe even 5th best international team at the time. It's not surprising they ended up winning nothing but what was surprising was the manner they crashed and burned so often.England have been good on paper for years. Brilliant individual stars. Sadly never translates into a cohesive team performance. I mean, how could a team with Beckham, Scholes, Lampard, Gerrard, Rooney, Ferdinand, Cole, etc, have achieved nothing at all?
It is subjective, could have dived and just crashed into the plpayer was never going to save that. Tough call could see it go either way

Who decides which teams have "performed" best?They should rank teams take all the teams that qualify out of the group stage and rank them according to performance, and make the best teams vs the worst teams that qualify in the road of 16. If they not already doing that.
Seems more fair and gives teams more incentive to go after the game in the group stages

What's objective about the current system based on RNG on whether or not your group is drawn is such a way that the winner will face a 30% qualifier to the knockout
To determine the four best third-placed teams, the following criteria are applied, in the order given:
a. Higher number of points;
b. Superior goal difference;
c. Higher number of goals scored;
d. Higher number of wins;
e. Lower disciplinary points total based only on yellow and red cards received by players and team officials in all group matches (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points);
f. Position in the overall European Qualifiers rankings (see Article 23), or if Germany, the host association team, is involved in the comparison, drawing of lots.
