It is clear that the Ferrari is the fastest car, except for straight line speed. But unfortunately its only for a lap or two. The RB seems to preserve their tyres better, so race pace the RB is the better car.

I remember somewhere in the beginning that Alonso or someone said that Ferrari is still testing these new engines and not using higher engine modes. Well we see they reliable, so maybe now time for some boost

Time is absolutely a factor. Caps aren't limited to budget, but testing has been enormously reduced.
