If anyone really wants to know how it works:
Qualifying results and penalty

1 16 Charles LECLERC
2 1 Max VERSTAPPEN + 5 = 7
3 55 Carlos SAINZ + 10 + Back of grid = Back of grid
4 11 Sergio PEREZ + 10 = 14
5 44 Lewis HAMILTON + Back of grid = Back of grid
6 63 George RUSSELL
7 4 Lando NORRIS
8 3 Daniel RICCIARDO
9 10 Pierre GASLY
10 14 Fernando ALONSO
11 31 Esteban OCON + 5 = 16
12 77 Valtteri BOTTAS + 15 = 27
13 45 Nyck DE VRIES
14 24 ZHOU Guanyu
15 22 Yuki TSUNODA + 10 + 3 + Back of grid = Bad driver
16 6 Nicholas LATIFI
17 5 Sebastian VETTEL
18 18 Lance STROLL
19 20 Kevin MAGNUSSEN + 15 = 34
20 47 Mick SCHUMACHER + 5 + 10 = 35

Remove those with penalties

1 16 Charles LECLERC
2 63 George RUSSELL
3 4 Lando NORRIS
4 3 Daniel RICCIARDO
5 10 Pierre GASLY
6 14 Fernando ALONSO
7 45 Nyck DE VRIES
8 24 ZHOU Guanyu
9 6 Nicholas LATIFI
10 5 Sebastian VETTEL
11 18 Lance STROLL

Add the penalties to the drivers and place where the number adds up to, even if it's already allocated (like position 7 and 'back of the grid')

1 16 Charles LECLERC
2 63 George RUSSELL
3 4 Lando NORRIS
4 3 Daniel RICCIARDO
5 10 Pierre GASLY
6 14 Fernando ALONSO

8 24 ZHOU Guanyu
9 6 Nicholas LATIFI

14 11 Sergio PEREZ
16 31 Esteban OCON

34 20 Kevin MAGNUSSEN

4 3 Daniel RICCIARDO
5 10 Pierre GASLY
6 14 Fernando ALONSO
7 1 Max VERSTAPPEN

34 20 Kevin MAGNUSSEN
35 47 Mick SCHUMACHER
BACK OF GRID - 55 Carlos SAINZ
BACK OF GRID - 44 Lewis HAMILTON
BACK OF GRID - 22 Yuki TSUNODA

And then "allocate" the start order:

1 16 Charles LECLERC
2 63 George RUSSELL
3 4 Lando NORRIS
4 3 Daniel RICCIARDO
5 10 Pierre GASLY
6 14 Fernando ALONSO

10 6 Nicholas LATIFI
11 5 Sebastian VETTEL
12 18 Lance STROLL
13 11 Sergio PEREZ
14 31 Esteban OCON
15 77 Valtteri BOTTAS
16 20 Kevin MAGNUSSEN
17 47 Mick SCHUMACHER
18 55 Carlos SAINZ
19 44 Lewis HAMILTON

Where is this documented? Not saying it's wrong, would just love have the method available for a next time. The current published reg clearly states they first apply penalties to those taking non-back-of-grid penalties and then only the bog penalties. Anyway, as I said earlier, should be a fun race

It was a Ruling/Clarification made by Masi last year and as such overrides the old documentation.
It will be written down somewhere and is probably in a rules update, just not made public in light of the end of year fiasco as Masi's notes were probably sealed.

Not F1 but Victor Martins crowned F3 champion, another Alpine backed driver to win that level. Chaos at the end as there were so many penalties that it took 25mins to figure out who had won

F2 has 3 of the top 5 contenders out on lap 1

Unfortunately I missed it as my power has only just come back on and is due to fail again just after the F1 race start.

Will be watching the F1 race on a 10" tablet, but at least I will get to see it ;)
The rest will be online on Monday so I will catchup at my leisure.

Here's the 2022 rules (i.e. post Masi). The FIA really are clueless ito organisational elements.

I saw a video or a clip explaining it a while ago - so nothing official or regulations based. I find my method of "array sorting" just fits my thinking better and has worked out correct so far.
