What I'm curious about regarding the cost cap is what are the teams meant to do with their incomes? Say a team manages to secure income of 200m but can only spend 145m, what happens to the balance?
Nothing - they use it for items that don't count towards the cap or distribute the profits/provision for future expenditure.

They pay the top 3 that are excluded from the cap and can probably also use it for Junior Driver Academy stuff.
 
I can see this dissolving into the US style "$100M Toilet seat" style of accounting that finances black ops.
