I believe it was a preventative amendment. Some teams had apparently started developing in that direction, but no one had been close to implementation yet.

Braking systems can't be uneven (between left and right).
Makes sense, that brings you very close to torque vectoring by braking.
Did he get disqualified? Too soon?
