All I'm saying is that if most of the car is available in components at the race anyway having a prebuilt chassis ready (less power components, wings etc which they transport already) as a rule wouldn't be that much of an ask considering the value of the sport. Treat it the same as any team building up a new car for a driver... all that changes is a stipulation that requires a partially complete car... and perhaps additional ~ 400kg in freight.
I think they are allowed to have a spare chassis, which is what you describe.
they certainly used too and I don't recall it changing.

So according to the British Mafia Max was in the wrong place at the right time, so RB are just crying for attention.

Depends on the location of the drivers on the track.

For the Stroll one at Turn 4 - Russell was in front of Stroll and Ocon arrived just after Stroll went off track.

Max was still approaching Turn 1 .

The rest of the field was Botas and Alonso approaching Turn 6 and rest of the field was past Turn 8.

Yellows and double yellows only apply to the sector they're waved in. So if you as a driver are past that area when they're first thrown, you carry on as per normal.

Unless I'm misunderstanding your question.
