I think they are allowed to have a spare chassis, which is what you describe.All I'm saying is that if most of the car is available in components at the race anyway having a prebuilt chassis ready (less power components, wings etc which they transport already) as a rule wouldn't be that much of an ask considering the value of the sport. Treat it the same as any team building up a new car for a driver... all that changes is a stipulation that requires a partially complete car... and perhaps additional ~ 400kg in freight.
