Surprise, surprise...

The inspection, although the first of its kind this season, is apparently both random and routine, in accordance with the current two-race per engine regulation, and the so-called 'freeze' on free engine development.

They just decided to start at this race, once it is almost halfway, to check engines. And who do they start with? Hamilton.

FIA = Ferrari International Assistance (as one of the comments stated).

MSA checks are routine and only done on winner's cars - the reason Ferrari haven't been badgered lol.
