Do other network lay fibre down where there is already a fibre like Vumatel because Openserve and other isp have better prices than Vumatel Vodacom?

If Vuma is your FNO, then you can change your ISP.

But to answer your question, yes it is possible for other FNO's to lay fibre where there is already fibre installed

If the area shows enough interest, then yes another FNO might decide to lay down their own lines.

You need to go to their website and show interest and get others from your area to do the same ... not always easy.
